After the sucess of the first Educational Forum featuring LAUSD Board Member Steve Zimmer, please save the date of Wednesday, Dec. 2 for the second installment of this useful community experience. The event will take place at Stoner Elementary in the school's auditorium.

This forum will focus on the relationship between traditional public schools and charter schools. Still finalizing panelists, but I am happy to announce that the event will include a free school supply giveaway to the first 30 families with school-aged children who attend.

Care 5K Run Discounted Registration Deadline Today

Care 5K Run Press Release

Community Services Committee Revived

Hey everyone, the standing committee over the Education Sub-Committee has been revived. Read an announcment from the new chair of the Community Services Committee, Enrique Fernandez, below.

The first meeting is Wednesday, Nov. 4th, 2009 at 6:00 p.m. at Mar Vista Gardens Recreation Center. I'd love for Education Sub-Committee members to attend in order to: a) make sure our sub-committee gets to continue as is and b) to push for the DRNC to sponsor our next educational forum tentatively slated for early December.

Minutes for 10.14.09 Education Sub-Committee Meeting

Highlights:

Beginning Educational Forum Series (motion possible). Note: Actions contingent upon approval of sponsorship from DRNC Community Services Committee and DRNC Board of Directors.

*Group decided to ask Stoner Elementary if the auditorium is available on Wednesday, Dec. 2 at 7:30 p.m. Back up date is the night before.

** Group decided to pursue school supply give-away. There was discussion around if the DRNC can purchase these items or must money got to a Booster Club or other 501(c)3? Mr. DeSobe got clarification from Mr. Flater, DRNC Treasurer, who said that as long as DRNC placed stickers or some other obvious outreach attempt then DRNC could purchase items to give away. Motion will sent to Community Services asking for up to $250 to purchase these supplies. Other sponsorship opportunities include Teach For America or Stoner's organizations. Group noted that a possible benefit of the event could be the creation of a legitimate, high-functioning Stoner Elem. Booster Club.

***Panelists, topic for evening, and kid performers were discussed. Possible title/theme for event: "Can We Co-exist: Traditional and charter schools as neighbors." Group thought 2 traditional school panelists and 2 charter school panelists would be ideal. Potential keynote-like dignitaries included Michelle King, LAUSD; Superintendent Ray Cortines; Mayor's Partnership CEO Marshall Tuck.

Los Angeles, Calif. – The Marina Del Rey Booster Club and Teach For America are proud to announce an evening of educational dialogue featuring Los Angeles Unified School District (LAUSD) Board Member Steve Zimmer. Focusing on the recent school choice resolution passed by the Board, Mr. Zimmer, and several other key educational voices, will discuss how these reforms impact neighborhood schools in Del Rey, Venice, Westchester, Mar Vista and other westside communities. This event will take place on Tuesday, October 6th, 2009 from 7:15 p.m. to 8:30 p.m. at Marina Del Rey Middle School and Performing Arts Magnet at 12500 Braddock Dr., Los Angeles 90066.

The event will begin with comments from Councilman Bill Rosendahl before Mr. Zimmer delivers an address on his vision for neighborhood schools. A veteran classroom teacher for 18 years, Mr. Zimmer, who won election to the Board in January 2009, will then join the evening’s moderator, Eric DeSobe, a former teacher in Compton and current chair of the Del Rey Neighborhood Council Education Sub-Committee, for a discussion on how local schools are handling budget cuts, charter schools, and state testing. Questions welcomed from the audience during this time.

Following Mr. Zimmer’s comments and answers, Mr. DeSobe will moderate a panel discussion with Tommy Chang, principal of Green Dot Animo Venice High School, Tory Toyama, veteran teacher at Venice High School, and Elizabeth Campos Layne, Playa Del Rey Elementary Booster Club President, mother, and homeowner, on the future of neighborhood schools. Questions from the audience welcomed during this time.

“Educational issues affect all aspects of a community,” said Eric DeSobe.. “I am looking forward to engaging so many different perspectives on the possible solutions to the ever increasing challenges facing neighborhood schools.”

The Los Angeles Board of Education authorized a school-control plan in August; it applies to low-achieving existing schools and to 51 new campuses set to open over the next four years in the Los Angeles Unified School District. The nation's second-largest school system will invite bidders from inside and outside the district to run low-performing and new schools next year through a proposal process that is still being developed.

The Booster Club meets monthly and welcomes all Marina Del Rey Middle School parents. Panelists Confirmed for Tuesday, Oct. 6th Educational Forum

I'm excited to announce our three educational panelists for the Tuesday, Oct. 6th event at Marina Del Rey Middle School. In addition to Steve Zimmer, LAUSD Board Member, and Bill Rosendahl, LA City Councilman, the evening will feature three distinct voices representing the key components of the public education debate.

Read their bios below:

Tory Toyama is a native of Los Angeles who joined Teach For America in 2001 after graduating from the University of Southern California with a B.A. in Biology and a B.A. in Political Science. His initial placement was 7th grade Science/Health at Wilmington Middle School, while concurrently pursuing a Master's Degree in Secondary Education with the Loyola Marymount TFA cohort. After his first two years at Wilmington, Tory was elected to the School Site Council, serving as secretary, served as the Science Dept Chair, and Lead 7th Grade Teacher. He was also appointed as Chemical Safety Coordinator, providing mandated school-wide training. Tory taught regular, special education, honors, and English Language Learners at Wilmington for five years. Tory then joined the staff at Venice High School where he has recently started his fourth year of teaching Biology and ICS (freshman science). He is also helping to start up a new small learning community, CASAA (Culinary Arts and Sustainable Agriculture Acadamy) which joins the existing organic garden with the new cooking club.

As a graduate of the University of Pennsylvania, Tommy Chang was a 1997 Los Angeles Teach For America corps member who taught six years at Compton High School in Compton, CA. During his six years, Tommy created an AP Biology program at Compton High and succeeded in helping the first students in Compton Unified history to pass the exam. He also coached a year-round softball program that won its first league game in 27 years, and, moreover, graduated all nine of its 2001 seniors, six of whom attended University of California schools. During his six years in Compton, he continued his education at University of California, Los Angeles, first through the Teacher Education Master’s Program, and then through the Principal Leadership Institute. After receiving his administrative master’s and credential, Tommy joined Green Dot Public Schools, first teaching biology at Ánimo Inglewood Charter High School and in Fall 2004, took on the task of founding principal of Ánimo Venice Charter High School. Animo Venice is a comprehensive high school located in the Oakwood community of Venice that serves 525 students, 80% of which are free/reduced lunch and 95% ethnic minorities. In June of 2008, Animo Venice graduated the first group of seniors in June 2008 with 100% of graduates applying to a minimum of three 4-year universities and 79% of graduates being accepted into at least one university/college. Tommy continues to stay involved in the Teach For America movement in his participation in various alumni events, teaches a Loyola Marymount graduate class for current corps members, and Animo Venice serves as a school site for the Los Angeles Summer Institute.

Elizabeth Campos Layne was born in Mexico, grew up in Santa Barbara and came to Los Angeles to attend UCLA. After receiving a BA in Psychology she went on to pursue a Master’s Degree in social work and served as a licensed clinical social worker for a county hospital. In 1999 after buying a home in Del Rey, she realized her passion for real estate and became a realtor. Now married with three daughters, two of which attend Playa del Rey Elementary School, Elizabeth followed another calling and got more involved with her daughters’ local school. She was elected to School Site Council (SSC) and also participated in Compensatory Education Advisory Committee (CEAC). Both organizations supported Playa de Rey Elementary students and teachers and played a key role in the school’s signifcant growth on last year’s state tests. This year Elizabeth will continue with the SSC and will also serve as president of The Friends of Playa Elementary.

Here are the Academic Performance Index (API) score links for Del Rey Schools. Remember,the state goal is 800 out of 1000. While state tests are not the end all be all for learning in our schools they are an indicator I think is worth noting. As you can see, lots of growth for many of our schools and plenty to celebrate.

• Applications will be available at the meeting
• If meeting attendees have ideas for their school’s grant application committee will discuss and advise how to proceed with application

Discussion: Talks centered around desire of Del Rey’s traditional public schools to the grant application process to fund about $1,500 per school (four total) of necessary items for the 5K Run. As Ms. Savage and other Council members pointed out the DRNC passed a motion giving the four traditional public schools an opportunity to use the grant process for up to $4,500 this school year. Representatives from the 5K run and the schools argued that they deserved the right to use their grant application opportunity to fund part of the 5K run. Mr. Flater, DRNC treasurer, explained that the timeline for funding proposals would be tight as the applications would have to be properly vetted and passed by the Exec. Committee and then the full Board. The earliest date for a funds request to be made, if all applications were approved, would be Friday, Oct. 9th. This leaves about 7 weeks for the money to come through for appropriate requests for the 5K run. The representatives were unhappy with past Council decisions related to the 5K and the inability of the Council to state with certainity that the funds would be approved in time. Mr. Flater made it very clear he would work aggressively and frequently with the representatives advising them on their grant applications. Mr. DeSobe, education sub-committee chair, also offered his time and support and strongly encouraged the groups to submit the applications to at least give the DRNC a chance to vote and approve it. He also stated he would double check the motion’s language related to the 5k Run and grant applications for more clarity.

V. Discussion regarding recently passed school choice resolution by LAUSD Board, motion possible (10 min.)

Participants said:
- Ocean charter school doesn’t represent our community; only 2 percent are from Del Rey; long waiting list for Del Rey residents; lotteries of charters are not fair; often not even LAUSD kids; taking away enrollment and facilities;
- Stoner – issues with capacity … 5 bungalows being removed in order to avoid Prop. 39 issues.
- Short Ave. – lost parent center to avoid Prop. 39; told that empty space could mean a charter could move in
- Playa Vista school being built regardless of low enrollment in Del Rey
- Are charters truly serving special ed students? Are they using subtle ways of eliminating students from the lottery?
- Further discussion tabled

Meet Short Ave. Elementary's new principal this Friday

Tomorrow, Friday, Sept. 11 from 9am-11am, after the school assembly and fundraiser kick-off, new Short Ave. Elementary principal Dr. Downing is going to be available in the courtyard between the office and the Pre-K classes. Dr. Downing is going to chat with parents, learn more about you and your children, and get a sense of the goals and desires of the Short Avenue Community!

PLEASE attend even briefly if you can, in order to get to know the principal and get your ideas heard!

• Securing funds for food, signs, flyers, and outreach materials
o Motion made by DeSobe to send to Executive Committee: $750 to be allocated from Community Services budget for event. Seconded by Luo. Motion passes.
• Other comments:
o Ms. Savage worries that there will be too many events in October between Del Rey Day, EmpowerLA, and others and the “apathetic” nature of Del Rey constituents will mean low attendance. DeSobe suggested that Zimmer event will help publicize these other events and might encourage more participation in Del Rey Day. She also mentioned council held an education event two years ago of a similar nature.
o Chris Neville also concerned about crowded October schedule, especially conflict with Del Rey Homeowners General Meeting in late Oct. He also mentioned there was a similar education event two years ago. Also suggested need to consider how much to spend on marketing given possibility of low attendance.
o Ms. Luo suggested lengthing the time for the panel, shortening introductions, and focusing on what panelists have to say.

Discussion of sponsoring library cards for each Del Rey student (motion possible) – third party gurantee idea not feasible, but advertising the library cards in the newsletter and other avenues would be helpful. Also would be helpful to have DNRC’s help to get into schools. No motion at this time
VI. Discussion of sponsoring mobile libraries for Mar Vista Gardens (motion possible) – Not a book mobile with the LAPL system, but there is one for the county library. County libraries are Culver and Marina Del Rey. There are other traveling/mobile shows like: LA Zoo, firefighters, wild animal reserve on Jefferson has a traveling circus, ASPCA has a petting circus. Non-profit, Friends of the Playa Vista Library, has a book sale on the 19th and 20th. Items not sold have in the past been donated. Could Mar Vista Family Center house a library, set of encyclopedia? Children’s books in English, could add Spanish for parents and family community
Next steps for this idea: Set up meeting with Enrique, Phyllis Dudick, and Joe Atkinson to figure out needs and process to get books in. Can meet at library to do that meeting. Who to reach and how to reach them? Survey to figure out needs?
VII. Review dates of upcoming culmination ceremonies that committee members may attend and/or speak at – will go over dates over email
VIII. Other – Electronic marquees at schools like Braddock to publicize school and DRNC events. Braddock or Stoner Elementary best bet and worth looking into again. What about direct mailer in addition to news magazine?

Congrats to Marina Del Rey Middle School

Last night the DNRC Board of Directors approved $4,500 in funds for Marina Del Rey Middle School. The money allows the P.E. department to buy new tumbling mats and variety of important after school clubs to purchase key materials. In addition, the DRNC will receive a banner announcing the educational partnership on a prominent wall of the school and sponsorship announcements in event programs and on athletic uniforms.

A healthy partnership for sure.

Thanks to all who worked tirelessly on the grant proposal. Anything that improves our neighborhood schools improves our neighborhood!

- DeSobe will input needs for minutes from collected sheet or scan collected surveys to upload on post on blog
- Thoughts on collected needs survey:
o Mark – teachers paying out of pocket is not good; good we join with their booster club; what club activities could we tag along to; what are top three after school programs? Beyond the Bell was one, YMCA is popular, Intervention; what are schools doing during the summer?
o Marlene – volunteering; Eric Garcetti did a volunteer survey and this inspired Marlene; after school program
o Francine – clubs we could tag along to; finding the club heads to connect with; like the knitting club
o Liz – new library at Playa Vista Elementary School; getting $50,000 and raising additional $50,000 (Wonder of Reading); communication – marquee would be great (even the old school kind, non-electronic), website issues; could we connect businesses to this project?; May 1st silent auction at Playa.
o Elizabeth Zamora – DRNC and homeowners need more involvement with schools for sure. Small grants, classroom grants; adopt a teacher/classroom; health and nutrition … how do we connect them? Parents paying for P.E.; community garden grants (ties into beautifaction)
o Theresa – she agrees; consortium of schools idea; connect to the businesses and really build the community
o Brett and Eric – Stoner Elementary visits; technology and extra-curricular activities; usable technology; keep LAUSD budget cuts in mind

V. Strategies and priorities for rest of 2009
1. Try to pitch one or two projects before school year ends to Executive Committee (which meets April 30th, 2009).
a. What about arts attack? Mural project? Francine and Liz will check in with Eric next week with a project. Project will be submitted to Mark by 11:00 a.m. April 27th, 2009 to get on Executive Committee agenda.
b. Summer project for Education Committee should revolve around creating a Del Rey school consortium that the Ed. Committee presents to local business to get funds for all schools

1. Question about drafting a statement aboutLAUSD budget cuts

The DRNC Education Committee aspires to raise awareness of and connect community members to our neighborhood schools. The Education Committee will commit its resources, time, and energy to promote excellence in our schools.

Notes from 3.19.09 Budget Committee Meeting

Team, the Budget and Finance Committee completed a productive and useful meeting tonight. We focused on creating an accessible process to fund projects from the community. Check out the minutes to see what our brainstorming produced.

There is another Budget and Finance Committee meeting next Wednesday at 7 p.m. at Mar Vista Family Center.

Budget Committee Notes

1. Other NC funding procedures
a. Central San Pedro - Technical documents for sure, but let’s make it cool; Not very much scaffolding for project detail
b. Canoga Park - One pager, simple version
c. Venice - Very organized; “what can be applied for?” is a good thing; Matching funds are a worthwhile product
2. Brainstorm
a. DeSobe – scaffolded, checklists; percentage on matching funds/labor; include example of finished/best example of project
b. Francine – labor issue
c. Mike – refering to a person is not as good as process or document; once a quarter run ads in The Argonaut to announce dates, deadlines; electronic copies (via web? Send .pdf?); train your stakeholders
d. Marlene – volunteer organization; no labor requirement/funds, etc. Should we have funds for feeding labor/volunteers; simplistic form yet thorough; English and Spanish
e. Bo – word out to the schools; have money that needs to be spent
f. Brett – finding out how they plan on partnering with DRNC in the future; build that into checklist; sponsorship on websites of schools
3. Timeline brainstorm
a. Roll-out is wo/ timeline; re-evaluate how it went in October; then do two windows to create urgency and contest vibe and by March 2010 evalute both processes
b. 2-month prior to funding timeline
c. Decision-making process timeline; Budget chair creates form letter citing receipt of proposal and rejection form letter
d. Timelines to assure money is distributed in a trackable way;
4. Level of funding brainstorm
a. $2,000 cap to see what happens?
b. Discretion of board to decide if matching funds are needed?
c. Could we set up a table of matching funds?

The Budget Committee will be meeting four (4) times over the next month to obtain feedback from Del Rey stakeholders on the most appropriate procedure through which individuals and organizations may solicit resources from the Del Rey Neighborhood Council. The Budget Committee will especially focus on developing ways that engage local constituents in the work and vision of the Del Rey Neighborhood Council. All stakeholders are encouraged to attend at least one meeting over the next month to provide feedback and guidance to the Committee. The meetings will be held on the following dates:

Tuesday, April 7th – All Committee members must be in attendance on this date for the official vote

  • Brainstormed priority list, but tabled choosing three priorities until needs assessment survey created and distributed to Del Rey school sites.
  • Brainstormed network/contact list to reach out to over coming month.

  • Chair will send out a needs survey draft by Friday 3.13.09; committee members may respond by Monday 3.16.09; Needs survey then distributed electronically or in hard copy to schools by chair or volunteers from committee.
